记者从黑龙江省政府部门获悉，2018年黑龙江省淘汰关闭小煤矿245处，退出落后产能1483万吨。2019年将持续淘汰落后产能，坚决完成小煤矿关闭和退出落后产能任务，严格按标准检查验收。
煤炭行业曾是黑龙江的支柱产业之一，在传统经济中占据重要地位。针对煤炭行业“小、散、乱”和安全事故多发现象，黑龙江省2018年启动煤炭行业淘汰落后产能专项整治工作，重点整治年产15万吨以下的小煤矿。按照黑龙江省委省政府部署，省内4个主要煤炭生产城市和龙煤集团分别制定整治方案和限期关停台账，动真格、出重拳。
在关停小煤矿同时，黑龙江省部署各地加强对正常生产矿井的监管，要求相关部门对需要提能矿井加快储量核实、采矿许可、产能置换。
