12月30日，国资委召开在京部分中央企业座谈会，重点研究做好岁末年初稳增长提质增效、能源保供、安全生产工作。张玉卓是在此次会议上作出上述表示的。
来自会议的信息显示，2021年9月底以来，国资委加大政策支持力度，支持指导中央能源电力企业积极做好保供工作。中央企业稳产增供、稳市稳价，发电企业确保用电高峰发得出、顶得上，煤炭企业带头执行电煤长协机制、全力增产量，电网企业加大跨区余缺互济力度、保用电稳定，石油石化和管网企业积极调度协调、加大油气资源获取力度，在能源电力保供中发挥了主力军作用、作出了突出贡献。
会议强调，要高度重视和研究解决当前能源电力保供面临的突出问题，进一步高质量做好保供工作。国资委将对煤炭、发电、电网、石油石化和管网等企业，分类精准施策，激发企业积极性，全力提质增效保供应。
会议提出，有关中央企业要加强组织领导，在资源统筹和力量调度上再挖潜力，高效推进保供工作。要坚持先立后破，科学有序推进碳达峰碳中和，深化煤炭与煤电、煤电与可再生能源“两个联营”，加大对优质煤炭资源储备和开发力度，加强重要能源、油气资源开发增储上产，多措并举、开源挖潜，进一步增强能源电力供应支撑托底能力。（记者王希）
