日前，生态环境部、发展改革委、交通运输部等部门以及长三角地区三省一市人民政府联合印发《长三角地区2018-2019年秋冬季大气污染综合治理攻坚行动方案》（以下简称《行动方案》）。《行动方案》明确，今年年底前，上海港、连云港港、宁波舟山港煤炭集港改由铁路或水路运输，推动其他沿海及内河主要港口煤炭和矿石等大宗货物集疏港改由铁路或水路运输。
《行动方案》明确，积极调整运输结构，提升铁路水路货运量。2018年11月底前，各省（市）要按照国务院推进运输结构调整的要求，制定工作落实方案。开展涉煤炭、矿石等大宗物料运输结构摸底调查，对企业未按环评报告要求使用铁路专用线、水路等运输大宗物料的，责令其2019年3月底前完成整改；具备水路、铁路货运条件的重点企业，不得公路运输煤炭和矿石。此外，加快推进铁水联运等多式联运发展，重点港口集装箱铁水联运量同比增长10%以上。
同时，推进船舶更新升级，全面实施新生产船舶发动机第一阶段排放标准；严格执行船舶强制报废制度，提前淘汰使用20年以上的内河航运船舶1073艘；推广电力、天然气等清洁能源和新能源船舶。深入推进内河船型标准化，加快推广江海直达船型和节能环保船型。
