记者从甘肃省政府办公厅了解到，到２０１８年１０月底前，甘肃全省将建成统一规划、统一监管的煤炭交易市场和集中配送体系，基本实现全省各乡镇（街道）、行政村（社区）民用煤配送全覆盖，同时着力实施“热源侧”和“用户侧”燃煤供暖设施清洁化改造，有序推进冬季清洁取暖工作。
此项举措是甘肃省近日下发实施的《甘肃省打赢蓝天保卫战三年行动作战方案（２０１８—２０２０年）》中的一项。方案提出，甘肃省将在确保民生取暖安全的前提下，按照清洁替代、经济适用、居民可承受的原则，综合采用各类清洁取暖方式，逐步实施县级以上城市（含县城）城乡接合部及周边乡镇居民取暖土炕、土灶、小火炉煤改气、煤改电或洁净煤替代工程，预计２０１８年改造完成４０万户，到２０２０年改造完成１００万户。
依据方案总目标，甘肃省要求到２０２０年底，全省１４个市州所在城市平均优良天数比例需达到８４．０％以上，全省３个以上地级城市空气质量实现达标，８６个县市区平均优良天数比例达到８５．０％以上。甘肃省还将通过调整产业结构，优化能源结构，完善交通运输结构等举措，在未来三年中坚决打赢蓝天保卫战。
