新华社银川１０月１２日电（记者赵倩、谢建雯）记者从宁夏回族自治区政府获悉，为持续改善空气质量，宁夏将调整优化能源结构，实行煤炭消费总量控制目标管理，计划到２０２０年，扣除热电联产用煤，全区煤炭消费总量控制在１．１９亿吨以内。
按照要求，宁夏将大力削减非电力（除现代煤化工）用煤，地级市所有新建、改建、扩建耗煤１万吨以上的项目（除热电联产）一律实行煤炭等量或减量替代，并鼓励各地开展城市建成区“无煤区”建设，全面禁止劣质散煤的销售。预计到２０２０年，高污染燃料禁燃区面积将不低于城市建成区面积的８５％，银川都市圈城市煤炭消费总量实现负增长。
在煤炭消费减量的基础上，宁夏还将大力推进煤炭清洁高效利用，包括推进城市高效燃煤热电联产和余热回收利用项目建设；开展燃煤电厂专项治理，严格控制新建燃煤自备电厂；淘汰关停能耗、环保、安全等不达标的３０万千瓦以下燃煤机组等。
