为有效控制各类工业企业堆场及无组织排放造成的扬尘污染，日前，晋城市环境保护局和晋城市煤炭煤层气工业局共同印发《晋城市工业企业堆场专项整改方案》，以加快晋城市煤场、料场封闭改造的推进力度。《方案》重点针对目标是《晋城市环境保护督察“回头看”反馈意见》中提到的36家料场、堆场封闭改造推进不力的问题。
晋城市环保局相关负责人介绍，《晋城市工业企业堆场专项整改方案》，是根据省委省政府环境保护督察“回头看”晋城组向晋城市移交的《晋城市环境保护督察“回头看”反馈意见》结合晋城市实际制定的。《方案》主要的整治目标是，以《晋城市环境保护督察“回头看”反馈意见》中提到的36家料场、堆场封闭改造推进不力的问题为重点，对晋城市各类工业企业堆场进行治理，确保晋城市堆场扬尘源头控制到位，污染防治措施到位。
整治范围包括，晋城市涉及燃料、原料、产品和废渣等各类堆场的工业企业，重点是贮存煤炭、煤矸石、煤渣、煤灰、水泥、石灰、石膏、沙土等易产生扬尘的物料工业企业。整治内容主要有各堆场、项目执行环境影响评价及环境保护“三同时”制度，相关工业企业要建设全封闭料场，物料运输采取密闭或其他防止物料遗撒的转运方式，工业固体废物不得乱堆乱倒，加强对扬尘治理设施的运行管理等。
值得一提的是，11月25日前，各县（市、区）环保局、煤炭局将对辖区内的煤矿，洗煤（矸）、钢铁、铸造等工业企业进行专项督查。针对《晋城市环境保护督察“回头看”反馈意见》中提到的36家料场、堆场封闭改造推进不力的问题实行限期销号整改，制定整改方案，明确阶段性整改任务和整改期限；针对排查出的其他料场、堆场存在问题建立分类整治台账，督促企业制定整治方案，明确整改任务和整改期限。同时，各工业企业要在2019年10月底前全面完成整改任务，并在属地环保部门备案。
